As of June 2018, a total of 31,827 people have entered the country and more than 30,000 people are living in North Korea. system, environment, and culture can be considered as a factor in North Korean defectors. However, there are some categories that use the means of crime as a result of maladjustment, while adapting smoothly. In other words, I believe that the crime of North Korean defectors continues to increase. This study explored ways to suppress the recidivism by establishing welfare governance at the correction stage from the viewpoint of the actual situation of the crime of North Korean defectors and looking at the cause as the maladaptation of South Korean society. In addition, it focuses on economic welfare governance as an economic settlement or economic self-reliance, and it is a research that means to find a way to prepare for post-release. The purpose of this study is to identify the four directions of governance for the correctional welfare of North Korean defectors in order to suppress the recidivism.

2018년 6월 현재 총 31,827명이 입국하여 3만 명을 넘어서고 있는 실정, 북한 이탈주민의 남한정착이 순조롭지 않다. 체제와 환경 및 문화의 변화는 북한이탈 주민들로 하여금 난항의 요소라 할 수 있다. 그러나 순조롭게 적응하는 반면 부 적응의 결과로 범죄라는 수단을 사용하는 부류도 있다. 즉, 북한이탈주민의 범죄 가 지속적으로 증가하는 원인이라 생각한다. 이 연구는 북한이탈주민의 범죄발생에 대한 실태를 파악하고 그 원인을 남한 사회의 부적응으로 바라본 관점에서 교정단계에서 복지 거버넌스를 구축하여 재 범을 억제하기 위한 방안을 탐색적으로 모색하였다. 또한 교정복지 거버넌스를 경제적 정착 혹은 경제적 자립에 초점을 맞추어 출소 후를 대비한 방안을 모색 하였다는데 의미를 둔 연구이다. 이에 북한이탈주민의 재범억제를 위한 교정복지 차원의 거버넌스 방향을 네가지로 구분하여 모색하고 향 후 그 연구 방향을 제시하였다.
