This study examined how the start-up readiness and social support of small business owners and the government start-up consulting support would affect entrepreneurship performance. As the results of the survey of the self-employed who visited the Seoul Credit Guarantee Foundation, the start-up readiness positively affected non-financial performance and entrepreneur satisfaction whereas social support influenced all performance measures, which is consistent with the findings of prior literature. As per the effects of the government start-up consulting support, first, non-financial performance of small business owners using the consulting support was significantly higher as opposed to the non-users. However, the perceived evaluation of small business owners on consulting support did not have a significant effect on entrepreneurial performance. Further, it did not moderate the relationship between the start-up readiness (or social support) and entrepreneurship performance. We discussed the methodological limitations and the future research directions, as well as the policy implications of government consulting support.

본 연구는 소상공인의 창업준비성 및 사회적 지지와 정부의 창업컨설팅 지원이 창업성과와 어떠한 연관성을 가지고 있는지 검토하였다. 서울신용보증재단을 방문하는 자영업자를 대상으로 설문한 결과를 분석한 결과, 창업준비성은 비재무적 성과 및 창업만족도에 영향을 미치고, 사회적 지지는 창업성과 모두에 영향을 미치는 것으로 나타났으며 이 결과는 전반적으로 기존연구와 일관된 것이다. 정부의 창업컨설팅 효과와 관련하여 먼저 컨설팅을 이용한 소상공인의 경우 비재무적 성과가 유의하게 높게 나타났다. 그런데 컨설팅 지원에 대한 소상공인의 지각된 평가는 창업성과에 유의한 영향을 미치지 않았으며, 나아가 창업준비성 및 사회적 지지와 창업성과 간의 관계를 조절하는 역할도 유의하지 않았다. 방법론적 한계 및 향후 연구방향과 함께 정부의 컨설팅 지원에 관한 정책적 함의점을 논의하였다.
