We examined the effectiveness of the various systems to support small-sized enterprises, which have been introduced and put in operation by central government agencies, local self-governing bodies and other concerned organizations under the initiative of the Ministry of Small and Medium-sized Enterprises and Startups (MSS) Korea. This study empirically investigated the effects of the financial, educational and consulting support systems provided by the Small Enterprise and Market Service (SEMAS) on performances of small enterprises in Jeonbuk provincial areas. As the major result, we found that the financial and consulting support systems positively affected performances of small enterprises whereas the educational support system did not. The result is consistent with previous studies such that the overall governmental support systems favorably affect the business performances. While the educational support system did not have significant effects, the reason may be attributed to the methodological problems, requiring the caution in interpreting the results. From the perspective of substantive observations, we may suggest that the educational support system for entrepreneurs of small enterprises had better be modified, given that current system is theory-oriented, not practical enough to be immediately applied to the business execution. The limitations and future research directions are also provided.

본 연구는 중소벤처기업부를 중심으로 정부 각 부처 및 지방자치단체, 유관기관 등에서 다양하게 이루어지고 있는 소상공인 지원제도 중 소상공인시장진흥공단을 중심으로 시행되고 있는 정책자금, 교육지원, 컨설팅지원 등 현재 시행되고 있는 여러 가지 소상공인 지원제도의 효과를 검토하였다. 현대중공업, 한국GM사태로 어려움을 격고 있는 전북지역 소상공인들에 대한 조사를 통해 지원제도가 경영성과에 미치는 주요 요인들을 실증 분석하였다. 실증분석 결과, 소상공인 지원제도 중 정책자금 지원제도와 컨설팅 지원제도는 경영성과에 유의한 영향을 미치는 것으로 나타났으나 경영성과에 대한 교육지원제도의 효과는 유의하지 않았다. 본 연구를 통해서 기존 선행연구와 같이 정부지원제도가 경영성과에 영향을 준다는 점을 다시 한 번 확인할 수 있었지만 정부지원제도 중 교육지원제도 영향력의 근거를 발견하지 못하였다. 교육지원제도가 유의한 영향을 보이지 않은 것에 대한 이유는 실증방법에 기인할 수도 있어 해석에 주의가 요구된다. 그런데 현상을 토대로 볼 때 소상공인에 대한 교육지원제도가 사업현장에 적응시킨 수 있는 수준의 교육이기보다 이론 중심의 교육에 치중하고 있어 소상공인에 대한 교육지원제도의 수정이 필요할 것이다.
