The most important thing in a police organization is a police officer who is a member of the organization, and the performance of a police organization is determined by the ability of a police officer. Therefore, the results of the success and failure of the operation of the police organization are how to effectively manage human resources through various education and training. Newly recruited police officers improve their ethical awareness and acquire professional knowledge and skills through training and education, which leads to attitudes toward the job and positively affects job performance. In other words, education and training for newly recruited police officers plays an important role in enhancing work performance of police organization as well as enhancing individual police performance. Therefore, the purpose of this study is to propose an effective plan for newly recruited police officers training and life guidance through a careful analysis by examining the awareness of the new police officer in training at the Central Police Academy. In order to achieve the purpose of the research, literature and empirical studies were conducted in parallel. In the first place, I analyzed in depth the contents of various academic papers, research reports, and the police's internal and external books related to significance and importance of police education and training. The questionnaire was administered to the 192 police officers in the Central Police Academy for the period of 15 days from December 1. 2017 to December 15. As a result of the analysis, the education and training for the newly recruited police officers should be done professionally. To do this, it is necessary to emit appropriate professional manpower to cope with the training and the police work demand.

경찰조직에서 가장 중요한 것은 조직구성원인 경찰관이며, 경찰조직에서 업무수행의 성과는 경찰관의 능력에 의해서 결정된다고 볼 수 있다. 따라서 경찰조직 운영의 성공과 실패의 결과는 유능한 인적자원을 확보하여 이들을 다양한 교육·훈련을 통해 얼마나 효율적으로 관리하는가에 있다. 신임 경찰들은 교육훈련을 통해 직무수행에 필요한 윤리의식을 향상시키고 전문적 지식과 기술을 습득하게 되는데, 이는 직무에 대한 태도로 이어져 직무성과에도 긍정적인 영향을 미치게 된다. 즉, 신임경찰에 대한 교육훈련은 개개인의 직무능력 향상은 물론 경찰조직 전체의 치안성과를 높이는데 중요한 역할을 하고 있다. 따라서 본 연구의 목적은 중앙경찰학교에서 교육중인 신임 순경의 교육훈련 및 생활지도에 대한 인식을 조사하여 면밀한 분석을 통해 신임 순경 교육훈련과 생활지도의 효율적인 방안을 제시하는데 있다. 연구목적 달성을 위해 문헌연구와 실증연구를 병행하였다. 우선 경찰 교육훈련의 의의 및 요소와 중요성 그리고 생활지도와 관련된 국내·외 저서를 비롯 각종 학술논문, 연구보고서, 경찰청 내부자료들을 심도있게 분석하였다. 설문조사는 중앙경찰학교에서 교육중인 192기 신임 순경을 대상으로 2017년 12월 1일부터 12월 15일까지 15일 동안 면접법을 통해 자기평가 기입법으로 실시하였다. 분석 결과 신임 순경을 대상으로 하는 교육훈련은 전문성 있게 이루어져야하며, 이를 위해서는 교육훈련 프로그램과 경찰업무 수요에 대처할 수 있는 적절한 전문 인력을 배출할 수 있도록 해야 할 것이다.
