Crime victims experience the damage of various categories through physical, mental, economic, social, and secondary damage. The support of the victims can to provide initial assistance for the victim at the police investigation stage. In 2015, the National Police Agency declared the "Year of Victim Protection". Since then, the National Police Agency has operated the 'Crime Damage Assessment System' at the police investigation stage to support the recovery of the damage in 2016. In addition, the 'Crime Damage Assessment System' is attached to the case record and used as reference material in the criminal procedure. This study attempted to suggest the improvement plan. for efficient crime victim support at the present police investigation stage on the premise that the first support is very important for crime victims. First, the support budget should be secured. The securing of the budget is important because it can provide support for the formation of support personnel and the type of victim. Second, it is necessary to construct a private organization and community network centered on victim specialists. In order to recover and support the victims of various crimes, appropriate support should be linked quickly for their needs. Third, a program should be run to strengthen the professionalism of the personnel in charge. The programs should be run to strengthen the expertise of the victims' police officers and criminal damage assessment specialists. Fourth, the management system must be improved to strengthen the capacity of the dedicated personnel.

범죄피해자는 사건을 통해 신체적·정신적·경제적·사회적·2차피해 등 다양한 피해를 경험하게 된다. 경찰수사단계 내 피해자 지원은 피해자의 최초피해평가가 가능하여 이를 기반으로 실효성이 높은 지원을 제공할 수 있다. 범죄피해자를 지원하기 위해서 각 기관 및 민간단체에서는 피해자 지원 및 보호활동을 실시하고 있다. 2015년 경찰청은「피해자보호 원년의 해」를 선포하였으며, 이후 경찰청은 2016년 경찰수사단계에서 ‘범죄피해평가제도’를 운영하여 피해회복을 지원하는 동시에 사건기록에 첨부하여 형사절차에 참고할 수 있는 자료로 활용하고 있다. 본 연구는 범죄피해자에 대한 최초의 지원이 매우 중요하다는 전제하에 현재 경찰수사단계에서 범죄피해자 지원이 효율적으로 진행되기 위한 보완사항을 제언하고자 하였다. 첫째, 지원예산이 확보가 되어야 한다. 예산확보는 지원인력의 구성과 피해자유형에 따른 실질적 지원을 제공할 수 있기에 중요한 사항이다. 둘째, 피해자전담인력을 중심으로 한 민간기관 및 지역네트워크의 구성이다. 다양한 범죄유형의 피해자 회복 및 지원을 위해서는 피해자욕구에 맞는 지원이 신속하게 연계되어야 한다. 셋째, 전담인력의 전문성 강화 프로그램의 운영이 필요하다. 피해자전담경찰관 및 범죄피해평가 전문인력의 활동에 대한 전문성을 강화시킬 수 있는 프로그램이 운영되어야 한다. 넷째, 전담인력의 역량 강화를 위한 관리체계 개선이 필요하다.
