This paper analyzes the efficiency of government expenditure from the perspective of public choice. According to Worldwide Governance Indicators of World Bank, the government efficiency of Korea was not improved significantly but government spending continued to increase during the period of 1998 to 2015. In recent years, the general government spending of Korea has grown faster than the average general government spending of OECD countries. Specifically, the ratio of general government spending to nominal GDP of Korea on average has increased by 15.7%, compared to the 5.5% increase in that of OECD countries since 2006, In most OECD countries except Finland, the rate of increase in the general government expenditure to GDP was lower than that of Korea, and the rates of the countries such as Germany, Israel, Poland and Sweden decreased. As the number of government officials increased in Korea, the expenditure on general public administration also increased. In particular, government expenditure on public administration of Korea is relatively higher than that of OECD countries. It means that there is a possibility to improve productivity and efficiency by adjusting the distribution of government expenditure.

본 논문은 ‘공공선택학적 관점’에서 정부 재정지출의 효율성을 분석한다. 세계은행 국가 거버넌스 조 사에 따르면, 1998∼2015년 기간 동안 한국의 정부 효율성은 크게 개선되지 않은 데 비해 정부지출은 지속적으로 증가해 왔다. 근년에 일반정부지출 증가속도는 OECD 국가들에 비해 빠르게 진행되었다. 2006년 이후 10년 동안 GDP대비 일반정부지출 비율을 볼 때 OECD국가 평균은 약 5.5% 증가한 것에 비해 한국은 약 15.7% 증가했다. 핀란드를 제외한 대부분의 OECD국가의 GDP대비 일반정부지출 비율 증가폭이 한국보다 적었고, 독일·이스라엘·폴란드·스웨덴 같은 국가는 오히려 감소했다. 한국은 공 무원의 수가 증가하면서 일반공공행정에 대한 지출도 증가하였다. OECD 국가와 비교할 때 한국의 정 부지출은 일반공공행정의 분야에서 상대적으로 높은 지출비중을 나타내고 있다. 이는 정부지출의 배분 을 조정해서 생산성과 효율성을 높일 수 있는 가능성이 있음을 의미한다.
