The purpose of this study is to determine Ulsan 's precise economic phases and to set a turning point by developing a Coincident Composite Index that reflects the Specialities of Ulsan regional economy. As the size of the national economy expanded, regional differences in economic and industrial structure became greater and regional-specific economic changes appeared. However, Ulsan has had difficulty in establishing a pre-emptive economic adjustment despite the recent recession in the main industries due to the lack of indicators to measure regional specific economy. In this study, we developed Ulsan Coincident Composite Index, which is composed of 7 Indicatiors. And we showed, that there are special business cycle of Ulsan other than the national economy. Thus, Ulsan Coincident Composite Index developed in this study helps to establish effective economic and industrial policies and can be used als a basis for forecasting the regional economy in the short term.

본 연구는 울산 경제의 특수성이 반영된 경기동행지수를 개발함으로써 울산의 정확한 경기국면 판단과 경기전환점 설정에 목적이 있다. 국가의 경제규모가 확대되면서 지역별 경제 및 산업구조의 차별성이 커지고 지역 특수적 경기변동이 나타나게 되었다. 하지만 울산은 지역 특수적 경기를 측정할 수 있는 지표의 부재로 인해 최근 주력산업이 극심한 부진을 겪고 있음에도 불구하고 선제적으로 경기대응책을 수립하는데 상당한 어려움이 있었다. 이에 본 연구에서는 주당평균취업시간, 광공업생산지수, 생산자출하지수, 소비재출하지수, 산업용 전력사용량, 화물처리량, 실질수출액 등 7개의 변수로 구성된 울산 경기동행지수를 개발하고 전국의 경기변동과 다른 울산의 특수적 경기변동이 존재함을 밝혔다. 본 연구에서 개발된 지역 특수적 경기동행지수를 통하여 효과적인 지역경제 및 산업 정책 수립에 도움을 주고, 향후 울산 경기의 예측을 위한 기준으로 활용될 수 있다는 점에서 큰 의의를 지닌다.
