This study is to examine the overall perception of railway accidents in the process of changing the safety management policy in the railway industry and to examine the direction of safety policy in the railway sector or the degree of recognition of the railway safety culture according to the implementation of the safety management system. It was suggested that the railway drivers should be aware of the direction of the implementation of the safety policy and the determinants of the railway safety culture while experiencing railway accidents and establish a piecemeal and feasible measure to prevent railway accidents. Since the implementation of the Railway Safety Law, many precedent studies have been made, such as the establishment of a standard point for classification and standardization of railway accidents, and the establishment and implementation of safety measures. The purpose of this study is to investigate the degree of awareness of accident management, railway safety policy, railway accidents, human error, railway accidents and safety measures related to railway accident experience. In addition, six factors of railway safety culture were cited, and the degree of perception of railway safety culture factor was analyzed and compared with the average score of railway organization. The perception of railway safety culture factors according to the presence or absence of railway accident experience was not statistically significant. Analysis of railway safety culture factors between driver and railway employee was analyzed to be very low. In order to prevent the occurrence of railway accidents, efforts to improve the level of railway safety culture should be continuously carried out. Training and education items on safety issues are the most important factors for the drivers directly responsible for train operation. The program efficiency of railway safety education, emergency response training, and first aid education should be maximized. Preventive measures against railway accidents and preventive activities through safety management programs should be continuously developed. It is necessary to develop communication programs to raise the levels of railway safety culture, to develop education and training programs, and to educate professional ethics.
