This research has established its hypothesis that railway safety accidents caused by railway staff’s human error influences the safety consciousness due to job stress and railway safety culture. Hence, through analysis on railway staff’s job stress, safety consciousness, and railway safety culture conditions, the study has analyzed the Impact of job stress factors on safety consciousness and railway safety culture as well as correlation among job stress, safety consciousness and railway safety culture, thereby aiming to prevent railway accidents caused by human errors and to research and suggest improvement measures to the identified problems. The research results are as follows. In regards to safety consciousness, the result of comparative analysis on railway staff and construction workers’ safety consciousness illustrates greater level of safety consciousness from railway staffs. However, safety consciousness for light injury was displayed to be higher among construction workers. In regards to safety consciousness of railway staff due to job stress level, the result demonstrated that greater level of job stress led to more negative effect on the worker’s safety consciousness. In terms of railway worker’s safety consciousness conditions, it was shown that they lack motivation as railway managers to improve railway practices that may pose threats against railway safety, display insufficient communication or discussion on railway safety, and are inclined to regard productivity with greater significance than railway safety. The railway staff pointed out that railway safety trainings are far less capable of preventing safety accidents. As a result of analyzing the correlation between safety consciousness and railway safety culture, the researcher was able to identify factors with significant correlations and therefore discovered a significant correlation between safety consciousness and railway safety culture. In conclusion, through this study, no serial correlation between job stress, safety consciousness and railway safety culture was identified, it has successfully drawn the result showing significantly positive correlations between the variables that serve an evidence of the research hypothesis. In addition, the improvement measures for railway safety were deduced as follows through this study. First, there is a necessity for enhancement in communication in order to allow active discussions on railway safety issues among railway workers. Second, there is a need for improvement in facilities and equipment for railway safety accident prevention. Third, it was deemed necessary to reconsider railway safety training. Fourth, it was identified that there is a lack of compensation system that encourages railway workers’ voluntary effort on railway safety, pointing to the necessity of measures to motivate railway workers’ participation in improvement activities on railway safety.
