- This study analyzed how the modified system’s operation status affects the quality and force integration after integrating shipbuilding procedure into general weapon system development procedure in 2012. A questionnaire survey was conducted on the personnel who participated in the shipbuilding project including Defense Acquisition Program Administration and the results of the analysis are summarized as follows. First, it appears that the changed procedure was not fully settled. Second, After analyzing how the improved systems in such area through integration of project procedure, preliminary study, enhanced quality assurance activities, and increased responsibility of companies affect ship's quality and force integration period, only the enhanced quality assurance activities had a positive effect on ship's quality. Third, analyzing the effect of individual improved system on ship's quality and force integration period, it showed that some improved system had a positive effect on ship's quality and force integration period. This is the first empirical study that sheds light on the changes to warship acquisition system in 2012 and can greatly contribute to future development of warship acquisition system

- 본 연구는 2012년 함정건조절차를 일반무기체계연구개발절차에 통합한 이후 변경된 제도의 운영 실태와 제도변경이 품질과 전력화시기에 미치는 영향에 대하여 분석하였다. 방위사업청 등 함정사업 참여자의 설문조사를 통한 분석결과를 요약하면 다음과 같다. 첫째, 변경된 절차는 완전하게 정착되지 못한 것으로 나타났다. 둘째, 사업절차 통합, 선행연구 강화, 품질보증활동 강화, 업체책임 강화에 대한 분야별 제도개선이 함정품질과 전력화시기에 미친 영향을 분석한 결과, 품질보증활동 강화만함정품질에긍정적인 영향을 미치는 것으로 나타났다. 셋째, 개별 제도개선이 함정품질과 전력화시기에 미친 영향을 분석한 결과, 일부 제도개선이 함정품질 및 전력화시기에 긍정적인 영향을 미치는 것으로 분석되었다. 본 연구는 2012년 함정획득제도 변경에 대한 최초의 실증연구로 향후 함정획득제도발전에 많이 기여를 할 수 있는 중요한 연구라 할 수 있다.
