Since the problems associated with disaster management have been at the core social issues in Korea, this study analyzes the relevant ordinances of the metropolitan city of Busan and its 16 autonomous regions, called gu in Korean, based on the evaluation model of disaster management organizational system, which consists of interrelatedness, professionalism, integrity and responsiveness. As a result, the ordinances related to responsiveness are the most frequently identified in the ordinances, followed by interrelatedness, professionalism and integrity. A range of suggestions are accordingly discussed, including: establishing a community network cooperating officials is necessary for fluent communication; the work system needs to be interrelatedly restructured for unity; more compulsory provisions are required; should be considered for purposefulness and effectiveness in the ordinances.

본 연구에서는, 재난대응의 문제가 사회문제로 대두되어 가고 있는 상황에서 부산광역시 의 재난관리 조례와 부산의 16개 구‧군 재난관리 조례를 지방자치단체의 재난관리 조직시스템 평가모형(Yun, 2011)인 유기성, 전문성, 통합성, 현장대응성의 4가지 차원으로 분석하였다. 그 결과, 현장대응성과 관련된 조례조항이 가장 많이 확인되었고 그 다음으로 유기성, 전문성, 통합성 순이었다. 개선방안으로는 민관협력을 토대로 재난에 있어 적극적인 정보공유 뿐만 아니라 업무체계의 일원화가 필요하며, 조례는 합목적성과 실효성을 갖추어야 함 등이 제시되었다.
