Korea is a member of OECD's Development Assistance Committee in which its aid programmed was verified in 2009. In 2010, Korea began to enact the Framework Act on International Development Cooperation. Nonetheless, criticism has been underestimated while the effectiveness of international aid is still poor. The reasons are as follows: lack of supporting experiences, lack of expertise as well as the understanding on international society environment. Cambodia is one of the countries where ODA project is implementing. The purpose of this study focused on improving the effectiveness of the ODA aid model, and the scopes of the study related to the infrastructure improvement and income enhancement through the improving of agricultural productivity. The results are presented as follows. First, due to the lack of experience and understanding of local environment in the early aid, most international aids have generally failed. Second, the joint participation of the beneficiary and donor countries has resulted in improving agricultural productivity and income. Finally, in the case of aid through cooperatives, voluntary participation rate and productivity improvement were high.

우리나라는 2009년 공여국기구인 OECD 회원국가로 가입하였고, 2010년 『국제개발협력기 본법』제정을 시작으로 국제사회에서 활발한 국제원조활동을 전개하고 있다. 우리나라는 제1차 ODA 사업기간(2011년~2015년)에는 2조 4,176억을 지원하였고, 제2차 ODA 사업기간에는 더 많은 ODA 사업수행과 평가역할을 국제사회로부터 요구받고 있다. 그럼에도 불구하고 국제원조 의 지원 대비 효율성은 저조하다는 비판을 받고 있다. 한국의 ODA 지원 사업이 저조한 효율성 을 나타내고 있는 이유는 지원경험 부족, 전문성 부족, 국제사회에 대한 이해부족 등에 기인한다 고 볼 수 있다. 본 연구는 캄보디아를 대상으로 협동조합을 통한 농업생산성 향상, 즉 인프라 증 진과 소득증대를 목적으로 실시되고 있는 캄보디아의 ODA 원조사업을 분석하고, 이를 바탕으 로 ODA 원조사업의 효율성 향상을 위한 정책 대안을 제시하였다. 국제원조로 성공적으로 효과 성이 평가되고 있는 기관의 사례를 FAO, Heifer, World Vision 등을 실증적으로 조사하였다. 분석결과는 다음과 같다. 첫째, 일반적으로 국제기구들은 초기 원조에는 경험부족, 현지 환경에 대한 이해부족으로 결실을 얻지 못하고 있었다. 둘째, 수혜국과 공여국이 공동으로 참여한 경우 는 농업생산성 향상과 소득증진 효과가 있는 것으로 나타났다. 셋째, 특히 협동조합을 통한 원조 의 경우는 자발적 참여율이 높았고, 스스로 농업생산성을 증진하는데 긍정적인 반응이 있는 것 으로 나타났다.
