The government is demanding that financial cooperatives contribute to relieve the financial constraints of the poor people. The financial cooperatives themselves are aware of the necessity. However, in reality, financial cooperatives do not contribute to reducing the financial constraints of the poor, and the government plays a leading role in the financial market of the poor. This paper finds its reasons in government intervention. In other words, the government intervention, namely fostering financial co-operatives as a financial institution of the poor and as a result weakening their identity, makes financial co-operatives not actively cope with the social and economic exclusion problems of the poor. This paper argues that in order to alleviate the problems of the poor, the government need help financial cooperatives to restore their identities as cooperatives and faithfully to implement the principles of cooperatives, especially the concerns for the community.

정부는 금융협동조합이 서민의 금융제약을 완화하는데 기여하도록 요구하고 있다. 금융협동조합 자신도 그 필요성을 인식하고 있다. 그러나 현실적으로 금융협동조합은 서민의 금융제약을 완화에 별다른 기여를 하지 않으며, 서민금융시장에서 주도적인 역할을 하는 것은 정부이다. 이 논문은 그 이유를 정부의 개입에서 찾는다. 즉 정부가 금융협동조합을 서민금융기관으로 육성하면서 그들의 정체성을 약화시키고 있으며, 그 결과 금융협동조합이 서민의 사회적 및 경제적 배제 문제에 적극 대처하지 않도록 한다고 주장한다. 그러면서 정부는 서민의 문제를 완화하기 위해 금융협동조합이 협동조합으로서 정체성을 회복하고 협동조합의 원칙, 지역사회 관여 원칙을 충실히 이행하도록 할 필요가 있다고 주장한다.
