The Local Job Creation Program introduced in 2006 is one of the representative policies that are being promoted as decentralized employment policies. This program is led by local governments for the formation of an alliance with civic organizations to identify and solve employment problems in their region. This study aims to analyze the effects of the capacity of civic organizations and employment governance on the performance of the Local Job Creation Programs conducted in 31 municipalities in Gyeonggi Province from 2009 to 2013. A fuzzy-set qualitative comparative analysis developed by Ragin was adopted in this study. The results show that the Local Job Creation Programs performed well in regions with high capacity of civic organizations and employment governance. However, of the two, the capacity of employment governance functions more as a key factor in achieving the high performance of the programs. This study reveals that the high capacity of local actors and good local governance serves as a foundation for solving local problems via decentralized policies. The analysis in this study is useful for informing practitioners in terms of the manner in which such policies can be designed to be more effective. Other complementary policies are imperative to develop the capacity of civic organizations consistently and activate practices of employment governance.
