Although it is necessary to make an intermediate evaluation on the construction of the Multi-functional Administrative City, it is difficult to find a comprehensive evaluation on the accomplishment of the goal of Multi-functional Administrative City. Therefore, the purpose of this study is to evaluate the accomplishment of Multi-functional Administrative City based on the goal, and to draw future tasks based on the evaluation results. This study conducted an IPA(Importance-Performance Analysis) analysis through an expert questionnaire. The results of the analysis are summarized as follows. First, the balanced national development category was rated as the most important.. Second, overall achievement was very low, and the self-sufficiency was the was the lowest rated category. Third, according to the IPA analysis, the following items require urgent efforts. Employment, attracting companies, attracting high-level industries, transfer of human resources, overall completeness of administrative functions, completeness of administrative work, population distribution, and improvement of non-metropolitan infrastructure.
