Busan port, the 5th in the world in container trade volume, is facing a serious problem of decreasing trading volume due to the global financial crisis and unstable stevedore market situations. In this regard, this study focuses on the improvement of competitiveness of Busan port from the perspective of stevedore market stabilization, which has been a major issue in previous researches. Using AHP(Analytic Hierarchy Process), and based upon the survey of experts including container terminal operators and ship owners, the main factors for market stabilization are extracted and weighed according to their importance. As a result of the analysis, the establishment of port development plan balancing supply and demand is the most important factor among others, which implies that the plan in the long run should be based on the analysis of current birth operating situations and global trade volume trends. Secondly, terminal operators put significance on Busan North Port restructuring, while ship owners on establishment of co-operational firms. Thirdly, to attain stevedore market stabilization, fair competition regulations and adjustment of port operating charges are important in the short term, and more flexible port development plan considering both Busan North port restructuring and supply-demand balance should also be considered in the mid and long term.
