A certain integrated sport organization in a local city appointed me as a member of election board for presidential election. This two months long ethnography recorded the real state of sport organization where I serviced. Because of the criticism against inefficient management of sport organizations and the needs of the times, the integration of sport organizations seemed inevitable. However, the government invaded the autonomy of sport organizations and forced to push forward with the integration, sport organizations could not have enough time for preparation. In this abnormal process, the conflict and hostility between sport organizations grew stronger, and consequently the process of integration faced a lot of difficulties and the grounds for dissonance was left after integration. Sport organizations still practiced heavy reliance on a specific person like a president and they had no firm idea on democratic management and independence in finances after integration.

연구자는 지방 대도시의 한 체육단체의 통합 과정에서 회장 선거에 선거관리위원으로 참여하였다. 이 글은 이 과정에서 연구자가 경험한 우 리 체육단체의 실상을 기록한 것이다. 기존의 이원화 된 체육단체 운영 이 비효율적이라는 비판과 시대적 요구에 따라 체육단체의 통합은 필연 적으로 시작되었다. 하지만 체육단체 통합의 과정에서 정부가 각 단체의 자율성을 침해하고 강압적으로 통합을 추진하였기 때문에 충분한 준비 기간을 갖지 못하게 되었다. 이 과정에서 통합의 대상인 체육단체들은 서로에 대한 갈등과 적대심을 키우게 되었으며, 그 결과 통합의 과정은 난항을 겪게 되었고 통합 이후의 불협화음이라는 불씨도 남겨 놓았다. 체육단체들은 특정인에게 지나치게 의존하는 행태를 벗어나지 못하고 있으며, 통합 이후의 민주적 운영과 재정적 자립에 대한 확고한 방안을 마련하지 못하고 있다.
