After adopting universal design, there have been lots of struggles to make it into regal system and some of them were achieved. But we currently have ordinances of local governments, not the law legislated by the National Assembly. This study aimed to identify the tendency of domestic rules on universal design, focusing on the ordinances of metropolitan municipalities, and to take a look on the outlines of universal design act to be. As a result, It is found that the ordinances share some common characteristics on purpose, coverage and methods of applying universal design to reality. On the other hand, They have differences in mode of operation for committee, level of planning and specific details, which would seem to the reflection of the locality. It would mean that there are some common direction among the ordinances and it could be a guide for universal design act to be. another conclusion is a standard for ordinance is essential for further systematical growth of universal design.

유니버설 디자인이 국내에 도입된 이래 국내에는 유니버설 디자인 법제화를 위한 많은 노력이 있어왔다. 그 결과 광역지방자치단체를 중심으로 유니버설 조례들이 운영되고 있으나 아직 법률 수준의 상위법은 미비한 실정이다. 광역지방자치단체의 현행 유니버설 디자인 관련 조례들을 비교 검토함으로써 국내의 유니버설 디자인의 제도화 현황을 파악하여 앞으로 입법될 유니버설 디자인 관련 법률의 방향을 가늠해보고자 했다. 결론적으로 조례들은 목적, 범위, 적용 방법 등에 있어서는 공통된 특징이 있었다. 반면 운영 방식, 계획의 수준 등에 있어서는 차이점을 보였는데 이는 각 지방자치단체의 지역성을 반영한 결과로 보인다.
