A worldwide trend of permitting system for industrial installation to achieve a high level of protection of the environment has been moved from single-media to multimedia in approach. The Council of the European Community issued the Directive 96/61/EC, the IPPC Directive, concerning integrated pollution prevention and control in 1996. The IPPC Directive is one of the most ambitious legal measures that the European Union has initiated with a view to applying the prevention principle for industrial activities. The IPPC aims to achieve the integrated prevention and reduction of environmental pollution emitted by those industrial installations with a higher potential of emissions to the environment. In contrast, in Korea, issuing permits for industrial sectors has been carried out through several regulatory programs divided into environmental media of air, water and land. The aim of this work is to survey the contents of IPPC Directive and to introduce the integrated approaching concept to Korean environmental policies. It is eventually focused on building the framework and the infrastructure of integrated permit scheme for industrial installations. The scope of the study is focussing on the following three themes. One is to survey the permitting scheme on IPPC Dir. and IED of European Union. Another is to understand BAT References(BREF) and to prepare a frame to adopt to Korean situation. The other is to introduce current status on the preparation for the integrated environmental permit in Korea.

최근 세계 여러나라에서 산업활동에 따른 오염배출시설의 환경관리는 그간의 단일 매체적 관리에서 보다 높은 수준의 환경 보호 를 위한 매체통합적 접근으로 패러다임이 변화하고 있다. 유럽연합은 1996년 통합오염예방 및 제어에 관한 IPPC 지침(IPPC Dir., 96/ 61/EC)을 제정하였다. IPPC 지침은 산업활동의 효율적 관리를 위해 유럽연합(EU)이 시행 한 가장 야심찬 법적 조치 중 하나로, 산업 시설에서 배출 가능성이 높은 환경오염의 통합적 접근을 통한 사전예방 및 저감을 목표로 하고 있다. 그러나 한국의 환경허가는 대 기, 수질 및 토양 등 오염매체별로 구분된 여러 규제제도를 통해 수행되고 있다. 본 연구에서는 IPPC 지침의 주요개념을 이해·고찰 하여 우리의 통합환경관리제도의 기반 마련에 활용하고자 한다. 연구는 유럽연합(EU) IPPC지침 및 IED 주요내용 조사, BAT참고문 헌(BREF)의 구성 및 고찰, 국내의 통합환경관리제도 추진현황의 소개에 중점을 두고 있다. 우리나라도 통합적 접근(Integrated approach)을 통한 매체통합적 환경허가를 위해 최근 “환경오염시설의 통합관리에 관한 법률”을 제정하였다. ’17년부터 환경영향이 큰 업종별로 단계적으로 적용되는 통합허가제도를 통해 환경관리 행정의 효율을 높이고 허가과정에서 현장 중심의 최적가용기법 (BAT) 적용을 통한 과학적이고 사전예방적 환경관리제도로 자리매김할 것으로 기대된다.
