This study analyzed whether how well “Eco-profit project for Yeongnam area” is working for the goal of the local eco-innovation project by performing economic and environmental outcomes at the same time. We used economic cost-benefit analysis model. Costs were measured by both public capital commitment and participating firm’s own investment. Benefits were classified as social benefits in accordance with GHG(Green House Gas) reductions and personal benefits due to energy reduction. The empirical results of study are as follows: First, this project has been properly implemented the spirit of the project, proven by very high rate of average 555.0% of economic benefit rate compared with 62% of social benefit rate. Second, achievements of the project are different depending on regional characteristics. Based on this, the study proposed the three operating strategies on local eco-innovation project. First, it should constantly develop cleaner production technologies to reduce greenhouse gas emissions more effectively in addition to merely introducing clean production system. Second, when selecting the participating companies, by placing the chemical sector first, we can gain more social benefits through GHG reduction. Finally, the project should be pursued, taking into account the regional industrial characteristics.

본 연구에서는 2008년부터 2014년까지 7개 년간 영남지역(부산, 울산, 대구)에서 시행된 ‘에코혁신사업’의 성과를 경제적 성과와 사회적성과(온실가스 저감)로 나누어 비용-편익분석을 실시하였다. 분석 결과 첫째, 현재 영남지역 에코혁신사업의 경우 2008년부터 2014년까지 7개년 평균 비용대비 개인적 편익이 555.0%를 보이며 그 추세 또한 상향추세를 보이고 있어 비용 대비 매우 큰 성과를 보이고 있는 것으로 판명되었다. 이에 반하여 사회적 편익의 경우 공공투자비용대비 7개년도 평균 62%를 성과를 보이고 있어 온실가스 저감 정도로 측정한 사회적 편익은 미미한 상태로 나타났다. 이러한 상황은 한국뿐만 아니라 본 사업의 원류인 오스트리아의 ‘에코프로핏’에서도 유사하게 발생하고 있다. 둘째, 부산, 울산, 대구의 비교분석결과 경제적 편익의 경우 울산-부산-대구 순, 사회적 편익의 경우 대구-부산-울산의 순으로 나타났다. 이는 지역의 산업구조 및 특성과 관련이 있는 것으로 볼 수 있다. 즉, 대기업이 많이 분포하고 있는 울산의 경우 끊임없는 개선과 절감을 통해 개별기업의 경제적 성과를 나타내는 개인적 성과가 높았던 반면, 섬유․화학 등의 의류산업이 발달한 대구의 경우 온실가스 감축성과를 나타내는 사회적 편익이 상대적으로 높았다.
