This paper analyzes ‘Seoul Bamdokkaebi Night Market’ on the discourse of urban informality. Within this case, this paper aims to elaborate how urban informalities, that once was regarded as troubles to be regulated or discarded in urban spaces, interact with formal governance mechanisms under a new paradigm of urban planning. To closely look into the this case, the author sets the city government as a formal authoritative agent that makes spatial policies regarding the process of creating a new urban space, ‘Seoul Bamdokkaebi Night Market’, while categorizing the internal sectors—flea market, food trucks and street performance— and each players into urban informality. Although the research has found out that the city government did somehow limited the autonomy of urban informalities while engaging in formal governance mechanisms and procedures, it was proven clear that urban informal players have actively participated in collaborative interaction with public agents to maintain and strengthen their own territory without being formalized. Furthermore, this paper concludes that the interactions between formal governance mechanisms and urban informalities create common agreements and positive expectations which eventually succeeded in designing Seoul Bamdokkaebi Night Market into a more dynamic urban space.

이 연구는 서울 밤도깨비 야시장을 도시 비공식성의 담론을 중심으로 분석한다. 이 사례를 통해 과거 도시 계획의 규제와 억압의 대상이었던 도시 비공식성이 현재 새롭게 부상하는 도시 계획의 패러다임에 맞추어 어떻게 공식적 거버넌스 메커니즘과 상호작용하는지 상술하고자 한다. 사례 분석을 위해 서울 밤도깨비 야시장이라는 새 로운 도시 공간을 만들어낸 서울시 정부를 공식적 권위체로 설정하고 야시장의 플리마켓, 푸드트럭, 거리공연과 이 에 참여하는 행위자들을 도시 비공식성 영역으로 분류했다. 연구를 통해 서울시 정부가 행사를 조직하는 데 있어서 공식적 거버넌스 메커니즘과 절차를 따르기 위해 제도적 기반을 다듬고 도시 비공식성 영역의 자율성을 일정 부분 제약하는 경향이 드러나기도 했다. 그러나 이 연구는 도시 비공식성 영역의 행위자들이 정부와의 협력적 상호작용 을 통해 적극적으로 도시 비공식성 영역을 유지, 강화시키고자 노력하는 현상에 주목했다. 나아가, 이와 같은 공식 적 거버넌스와 도시 비공식성 간의 상호작용으로 만들어지는 공통의 합의가 도시 공간에 대한 상호 호혜적인 기대 를 형성하게 만들며 그 결과로 보다 역동적인 서울밤도깨비 야시장이 만들어졌다고 결론지었다.
