Urban housing fund, which was initiated in order to stabilize the housing needs for the houseless and the improvement of residential life for citizens, has contributed to the creation of a high quality residential environment. However, when a private enterpriser tries to utilize construction funds, problems in operation systems causes overlapping and redundant tasks. Also, new-entry enterprisers are limited in using funds because the assessment of prospective enterprisers is strict. Moreover, the management of funding encounters many difficulties because handling organizations and guarantee organizations have different standards when evaluating the approval of funds, and these funds have high interest rates. Therefore, these problems should be improved in order to achieve the purpose of urban housing funds. From this point of view, the study will understand the current status of business review in the system that is used to determine loan recipients through a survey of the operation systems in national sales and rental housing funds. Finally, the study will analyze the current level of fund interests in order to suggest the loan approval analysis in review and differential weighting and validity for each item.

무주택 국민의 주거안정도모 및 국민의 주거생활향상을 목적으로 설치된 도시주택기금은 양질의 주거환경 조성에 기여한 바가 크다. 그러나 민간사업자가 건설자금으로 활용하고자 할 때, 운용체계상의 문제로 중첩적 업무가 발생하고, 기금지원 심사평가가 엄격하여 신규사업자들의 기금 이용이 제한되어져 있다. 또한 기금승인 심사 시 취급기관과 보증기관의 심사평가 기준이 상이하고, 과도한 이율로 자금 운용에 많은 어려움을 겪고 있다. 따라서, 도시주택기금의 설립목적에 따른 취지를 위해 이와 같은 문제점이 개선되어야한다. 이와 같은 관점에서 본 연구에서는 공공분양자금과 공공임대자금의 운용체계상의 실태조사를 통해 사업성 검토서의 대출심사 평가표상의 실태를 파악하고, 현 기금 이자율을 분석하여 검토상의 대출심사 분석과 각 항목별 항목의 적정성 및 항목별 배점을 제시하고자 한다.
