- With fast growings of disordered urban environments, population of the elderly and the handicapped, welfare services demands of citizen, social interests in and needs for barrier-free design are increasing rapidly. Accordingly, the central government and local self-governing bodies are applying barrier-free design to public buildings and private buildings by establishing certification system and regulations for barrier-free design. Meanwhile, Jinju City declared to be the barrier-free city in 2012 and has applied barrier-free design concept preferentially to public buildings in the newly constructed the Innovation City. Jinju City established the certification standards for the barrier-free facility in 2015 in order to further build up the barrier-free city and therefore eliminates physical barriers in the urban and residential environment. Under this circumstance, it is necessary to investigate the status of application of the certification standards for barrier-free facility to public buildings in Jinju City and make up for the details of the certification standards before its widespread adoption.

- 무질서한 도시환경, 노인과 장애인 인구의 증가, 시민의 복지서비스 요구 증가 등으로, 무장애 설계에 대한 사회의 관심과 필요가 높아지고 있다. 이에 따라 중앙정부와 지자체는 무장애 인증제도와 조례를 만들어 공공시설과 민간건축물을 대상으로 무장애 설계를 적용하고 있다. 한편 진주시는 2012년 무장애도시를 선포하고 새로 조성되는 혁신도시의 공공시설에 무장애설계 개념을 우선 적용하고 있다. 그리고 기존도심에도 사업장 문턱 없애기와 자동문 설치 등을 적용하고 있다. 또한 진주시는 무장애도시 조성을 위해 2015년 진주시 무장애시설 인증기준을 제정하여 도시 및 주거환경의 물리적 장벽을 제거하고 있다. 이에 진주시 공공시설을 대상으로 무장애시설 인증기준 적용 현황을 알아보고 진주시 무장애시설 인증기준을 확산시킬 수 있도록 인증기준의 세부사항을 보완할 필요가 있다.
