Problems of the elderly in Korea and Japan showed a similar pattern of aging society, the two countries have a common ground to deal with the institutionalization of elderly care. Japan was conducted by long term care insurance system for the elderly ahead of our country. In particular, while in Japan ahead of us carry out long-term care insurance for the elderly care of the process experienced a surge in insurance-financial and insurance users. Through this system revision to install the Local Comprehensive Support Center for prevention and comprehensive services provided through the network building, cooperation between government and private systems strengthening ties with local residents and conducting care management in the system. Korea conducted seven years of long-term care insurance also showed a similar issue with Japan. In cases through the continuous and reliable operation of the insurance scheme in Japan who are looking to find the implications for institutions operating in the country. And that raises the necessary information to prevent the age-related disease prevention projects and payroll services to conduct a Comprehensive Community Support Center. It also wishes to suggest formal and informal support network resource utilization of the elderly in the community through the local welfare council settled in the country through its implications. The main reason for this is also seen in Japan, configure the Comprehensive Community Support Center personnel operating in our country's long-term care insurance benefit assistance is needed to apply for care managers and care management.

우리나라와 일본의 노인문제는 고령사회라는 서로 유사한 양상을 보이고 있으며, 노인 돌봄을 제도화하여 대처하는 공통점을 가지고 있다. 특히 일본의 경우 우리보다 앞서 노인 돌봄의 개호보험을 실시하면서이용 대상자와 보험재정의 급증 과정을 겪으면서 제도개정을 통해 네크워크 구축, 행정과 민간의 협력체계강화, 지역주민과의 연대를 통해 예방과 종합적 서비스 제공을 위해 지역포괄지원센터를 설치하여 제도 속에서 케어매니지먼트를 실시하고 있다. 장기요양보험제도 실시 7년차에 접어드는 우리나라 역시 일본과 유사한 문제를 보이고 있다. 이에 지속적이고 안정적인 운영을 모색하고자 한 일본의 사례를 통해 우리나라의 제도 운영에 주는 시사점으로 지역포괄센터와 유사한 노인성질환 예방사업의 전담과 예방급여 서비스의체계적 실시가 필요함과 함께, 우리나라에 정착된 지역사회보장협의체를 통해 지역사회의 공식 ․ 비공식적인 노인지원 자원의 네트워크 활용을 제언코자한다. 또한 일본이 지역포괄지원센터의 인력과 운영을 구성한 주된 사유에서 보듯이 우리나라의 장기요양보험 급여지원에서도 케어매니저와 케어 매니지먼트의 적용이 필요하다.
