This study was initiated to investigate how the key cultural drive of Park Geun-hye administration, labeled as "Cultural Enrichment Policy", is reflected in the budget scheme supporting pure arts sector. Firstly, budget amounts dealing with pure arts sector of year 2014, 2015 had been extracted and categorized in terms of the nature of the activities that had received support. Secondly, to evaluate the effectiveness of the policy implementation, regarding pure arts sector in particular, each year's budget allocation had been examined from the standpoint of three policy beneficiary groups - the general public, culture professionals and artists. Finally, a comprehensive analysis had been attempted by incorporating self-monitored results on major policy activities by MCST in order to enhance a holistic view. The results show that current government's supporting budget for pure arts sector tallied up to 1,233billion won, 1,211billion won for each observed year, representing 27.9%, 24.2% of the total cultural budget respectively. This contrasts the overall increase experienced in neighboring sectors constituting total cultural budget during the same period. Budget injected activities had been categorized into art creation(9%, as of 2015; here upon), distribution(3.3%), consumption(15.9%), overhead(71.8%) activities. Overhead expenditures consist mainly of operating costs of public arts facilities and organizations(80.6%), and budgets for creative activities had decreased by 8% year on year. As to the policy measures that well reflect "Cultural Enrichment", beneficiary groups considered consumption(general public), overhead(culture professionals), creation(artists) activities as first priorities for budget support, whereas the government allocated more budget on public facilities and organizations. These findings not only provide a basis for guiding policy improvements but also furtherly indicate that public arts facilities and organizations should serve up to the standards that correspond to the heavy budget support they are enjoying. Last but not least, as we found that "Cultural Enrichment" drive might not necessarily induce direct and sufficient support for non-public individual artists and arts organizations in their creative efforts, those parties concerned must take strategic actions in directing future endeavors.

본 연구에서는 박근혜 정부의 문화융성 정책이 실제로 순수예술분야에 대한 지원 예산에는 어떻게 반영되었 는지 알아보고자 하였다. 이를 위해 먼저 2014년, 2015년의 문화체육관광부의 순수예술분야 지원 예산을 추출 하였고, 사업내용을 검토하여 유형별로 분류해 보았다. 또한, 예산이 문화융성 정책을 잘 반영하고 있는지 판단하 기 위하여, 정책내용과의 조응성과 정부 자체평가 결과를 살펴보았고, 정책수혜자 집단의 인식을 추가하여 종합 적인 분석을 시도하였다. 연구 결과, 현 정부의 순수예술분야 지원 예산은 1조2,330억원(2014년), 1조2,113억원(2015년)으로 집계되 었으며, 전체 문화예산 중 각각 27.9%, 24.2%를 차지하는 것으로 나타났다. 이는 최근 2년간 전체 문화재정을 구성하는 타 부문예산 전반의 증가와 대조를 이룬 결과였다. 예산이 지원된 사업내용은 영역별로 창작(9%), 유통 (3.3%), 소비(15.9%), 기반조성(71.8%)의 분포를 보여, 대부분 공공시설/단체운영(80.6%; 이상 2015년 기준)에 사용된 기반조성을 제외하면 소비(향유)지원 중심 편성구조로 분석된다. 창작지원 예산은 전년 대비 감소(-8%)한 것으로 나타나 초기 정책의지 대비 후퇴한 양상이 관찰되었다. 한편, 정책수혜자들은 집단별로, 소비(일반인), 기 반조성(문화계 전문가), 창작(예술인) 영역에 대한 지원을 가장 중요시 하는 것으로 나타나, 공공시설/단체운영을 중심으로 예산지원이 편중된 현 정부의 정책방향과 인식의 차이를 보였다. 이러한 결과는, 정부당국에 지속적인 대국민 정책홍보 강화, 창작지원 약화와 하드웨어 건립 정책에 대한 재 고 필요성을 제기하고, 공공시설/단체에게는 높은 예산비중에 상응하는 성과창출을 요구하는 사회적 책임을 환기 시킨다. 또한, 문화융성 정책이 민간 예술인･단체의 활동에 대한 지원으로 직결되지 않을 개연성이 확인되면서 이들이 향후 주력해야 할 활동방향에 대한 전략적 고민의 필요성을 제기한다.
