- This study aims at the elapded contents and improvements of the 1st and 2nd stage new town built around the metropolitan area compared with the case of new town for UK and France, and Japan. The results of this research found that the problems of new town development policy were stable housing problems of low-income families, bed town tue-oriented residential function, utilizing the natural environment and comfort issues, monolithic high-rise apartment and the metropolitan area system problems, etc., and the improvements were natural environment and develop long-term plans, careful siting new city, self-contained new towns built, new town plan achieved the participation and consensus of the citizens, ect.
