Budget of educational policy projects has been souring as demand for advanced educational services from parents and students has been getting stronger over time in Korea, resulting in that policy outcome research has attracted attention from policy makers and academics as well. Furthermore, sometimes tense and disharmonious relationships between local government and local educational authority in Korea has also contributed for academics to primarily focus on conditions affecting success or failure of educational projects, in particular. Against this background, this paper attempts to identify configurations of conditions which affect high ratio of major educational policy projects at regional level. More specifically, it aims to analyze what combinations of conditions are closely related to high budget ratio of major educational policy projects to total budget, and how they are inter-related. In doing so, we employ QCA (Qualitative Comparative Analysis) method to analyze the complex causal relationships among variables affecting high budget ratio of major educational policy projects in local educational authority. The QCA results show that there are two sufficient conditions affecting high budget ratio of major policy projects to total budget, and also show that those conditions are not necessarily related to ideological differences between the chiefs of local government and local educational authority.

본 연구는 교육비특별회계 정책사업별 투자구조, 현황 등의 실태 분석을 통해 시‧도교육청별 격차를 파악하고, 이에 영향을 미치는 요인간의 구조적 관계를 질적비교방법(QCA)을 적용하여 분석하였다. 본 연구에서는 교수학습활동지원비와 학교교육여건개선사업에 투자된 사업을 교육핵심정책사업으로 보았으며, 이에 영향을 미치는 요인을 교육감선거에서의 주민투표율, 교육감의 경력 및 정치적 성향, 시·도(자치단체)의 재정자립도, 시·도교육청의 지방채부담률 등으로 구분하였다. 본 연구결과, 시·도교육청의 교육핵심정책사업비 투자는 각 영향요인간 구조적 관계에 따라 2가지 유형으로 나타났으며, 교육핵심정책사업비 투자는 교육감의 정치적 성향 뿐 아니라 여러 독립변수들의 조합의 결과에 따라 비중이 높아질 수 있음을 발견하였다. 본 연구에서 시도한 이러한 유형분류의 제시는 시·도교육청의 각종 정책문제에 대해서 이념적으로만 접근하는 방식을 지양하고 보다 객관적이며 다양한 수단선택의 기회를 제공해 줄 수 있는 의의를 지니고 있다.
