As a result of a ferry Sewol accident, we found a lack of safety consciousness in our society and a limit of government’s safety management competence. In addition, we noticed a many problems and limitations in local government. In this respect, we focused on reinforcement of effective safety management competence at the level of local government. For the purpose, applying statistical methods which include IPA analysis, on safety managers in local government, we tried to figure out priority and to find enhancing strategies of the safety-management capability. According to the IPA analysis result, in a preventive stage, primary improvement area is safety consciousness competence. In a preparatory stage, major improvement area is resource management ability, cooperative work and convergence competence. In a response stage, primary improvement area was not founded, an incremental area is early warning ability and commitment competence of recovery equipment-relief supplies. In recovery stage, incremental area is retrievability. Also, the result on local governments’ safety managers shows that local government have higher safety management capability relative to the upper level government. In series of class, administrative official has more ability than technical official. In staff level, officials below level 6 has more ablity than officials above level 5. Thus, the result of this research implies that 1) professional knowledge for the prevention of disasters need to be enhanced at the preliminary stage, 2) Improvement on ways of managing education program is necessary at the preparatory stage, 3) An inter-governmental emergency aid-system should be established, so that a notification system and an early warning system can be well-structured at the response stage , and 4) co-operation system should be established for efficient implementation of damage investigation, emergency restoration, relief of victims , follow-up management etc. at the recovery stage.

세월호 사고를 계기로 우리사회 전반에 걸친 안전의식 부족과 정부의 안전관리 역량의 부족함을 명확하게 확인하게 되었다. 현장에서 대응과 복구를 담당하는 지방자치단체수준에서도 안전관리 역량부족으로 인한 늦장 대응과 그로 인한 피해를 여실히 보여주었다. 본 연구는 지방자치단체 차원에서 효율적인 안전관리역량을 강화하는데 연구목적을 둔다. 지방자치단체에서 안전관리담당 업무 담당자를 대상으로 설문조사를 하였고, 안전관리역량의 우선순위 파악과 역량강화방안을 도출하기 위하여 IPA분석을 실시하였다. 광역 및 기초 자치단체의 수준별 차이와 기초자치단체간 지역별 특성에 따른 차이를 분석하는 위해서는 t-Test와 ANOVA를 실시하였다. 이를 통해 조작적 정의된 안전관리역량에 따라 지방자치단체 공무원의 안전관리 역량 수준을 측정하였으며, 안전관리 단계별로 각 항목의 개선순위를 제시하고 이를 기반으로 지방자치단체 수준에서의 안전관리 역량을 확보하기 위한 안전관리 역량강화전략을 제시하였다.
