A local government organization is to be composed to perform self-governing administration tasks efficiently. For a long time, Korea has been implementing the presidential system, the system of checks and balances. This system, unfortunately, has led to overpowering authority of the head of a local government. Under this system, the head of a local government has been running a government, without much consideration of unique characteristics of local community, hence causing inefficiency. To overcome this inefficiency, it is necessary to consider recomposing a local government organization and switching from a current system to the other. This change in a system is particularly needed for a rural government that is losing its autonomy due to deprivation of an adequate attention. To improve efficiency of a rural government, adopting the council-manager form must be strongly considered. It is important to review conditions that enabled the council-manager form to be successful in mid-sized cities in the United States and consider how Korean rural autonomous body can adopt this system. Legal and institutional support, which improve political condition and autonomy of local government, are required in order to successfully transform a current organization system of local government to a new form of government. Most importantly, central government will need to provide all necessary support including administrative and financial support to foster a local government to adopt a government system that considers unique characteristics of its community.

지방정부의 기관구성은 자치행정을 합리적으로 수행하기 위한 법률적인 제도로 우리나라는 견제와 균형의 논리에 맞춘 기관대립형을 지속적으로 운영하면서 오히려 단체장의 권한만 강화하여왔다. 지역사회의 특수성과 상관없이 획일적으로 운영해온 단체장 우위의 기관대립형이 갖는 한계를 극복하기 위해서는 지방정부 기관구성의 개편 및 다른 형태로의 전환이 필요하다. 특히, 활력을 잃어가면서 자치단체로서의 존립까지 위태로운 농촌지역에서의 행정의 전문적 경영으로 효율성을 높일 수 있는 의회지배인형의 도입은 적극적으로 논의되어야 한다. 이를 위해서 미국의 중소규모의 도시에서 의회지배인형이 성공할 수 있었던 전제를 우리의 농촌 군 자치단체에서 찾아본다. 새로운 정부형태로의 전환이 성공적으로 정착되기 위해서는 지역의 정치적 여건의 개선과 자주조직권의 확대를 위한 법·제도적 장치의 마련이 필요하다. 물론, 중앙정부는 지방자치단체가 자기지역의 실정에 부합한 정부형태로 전환이 가능하도록 행·재정적 지원이 선행되어야 한다.
