- When the anti-Japanese war broke out completely, Southwestern and Northwestern regions became rear service. To rerist the Japan aggresors, the national party's government carried out policy “rerist the Japan aggresors and build country advanced alongside”, and decided on “Southwestern region is the base of anti-Japanese war, Northwestern region is the base of building country” At the same time, the national party's government made policy and added investment accordingly. So, the high point of Western development of appeared since 1840.

- 全面抗战爆发后，西南、西北成为抗日大后方。为了进行抗战，国民政府实行了“抗战建国同时并进”的战时政策，确定了“西南是抗战根据地，西北是建国根据地”。为此，国民政府相应出台了西部开发的政策并加大了投资力度，出现了近代西部开发的高潮。
