The industry policy adjustment of “state-owned enterprises expands while private enterprises shrinks” began since 2003. It can be summarized that it is the necessity result of economic motivation politics if look into the internal cause. Economic motivation represents thatindustry policy as one of natural economic behavior, and including the internal behavior of Chinese government who worrying about WTO brings uncertainty of Chinese economic development. And politics result represents as necessary route leans on Chinese long- terms socialism system and the best politics reflection under the nationalization form of Chinese finance system in long-terms.

始于2003年的企业“国进民退”产业政策调整浪潮。究其内在的原因，可概括为是经济的动机与政治的必然结果。经济的动机不仅表现为产业政策调整作为一种自然的经济行为，以及包含中国政府对于加入WTO将带给中国经济发展不确定性的一种内在焦虑的表现；而政治的结果，则表现的是对于中国长期社会主义制度的一种必然的路径依赖，以及成为中国金融体制长期国有化形态下的一种最好的政治反映。
