This study confirmed a relationship between local conditions and scale of local investment projects by the analysis of the empirical data. For examining the relationship, correlation analysis was carried out. It is shown that Operating profit of R&D industries and Financial independence have a positive linear relationship in relation to scale of local investment projects. Among the projects targeted by Central Investment Appraisal, it is meant that Local Autonomy whose investment project was judged for “proper” or “conditional” has demand(aging population), supply(Financial independence) and economical efficiency(Operating profit of R&D industries) is under good condition. If so, we have to confirm the proper scale of Local Autonomy for being under good condition. Finding the datum point which can distinguish a scale of local investment projects on the supply and demand side, we examined the characteristics of the distribution(standard deviation, histogram etc.) in the descriptive statistics analysis. Through the analysis, local conditions were divided into four groups based on the financial independence ratio 15% and Financial independence 30. Since one of the them had no corresponding local autonomy, it was re-divided into total three groups. Also, we checked the characteristics of the relationship between three groups and scale of local investment projects. Overall, the better a local condition the larger a scale of local investment projects. And it was shown that there were differences between upper and lower group, middle and lower group. This means the supply and demand sides significantly affect the scale of local investment projects.

본 연구는 지역 여건과 지방투자사업의 규모 간의 관계를 실증적 분석을 통하여 확인하였다. 먼저, 지역 여건과 지방투자사업의 규모 간의 관계를 살펴보기 위하여 상관분석을 실시하였다. 고령인구비율과 노후주택비율이 큰 낙후지역은 지방투자사업의 규모가 낮은 것으로 나타났다. 그리고 재정자립도가 크고, R&D산업영역 이익이 큰 발전지역은 기반사업과 사회복지사업에 대한 투자가 많은 것으로 나타났다. 다음으로 조사에 사용된 73개 시에 대하여 지역 여건의 정도에 따라서 상, 중, 하로 구분하였다. 분석을 통하여 지역 여건을 재정자립도 30과 고령인구비율 15%를 기준으로 4개 집단으로 구분할 수 있었다. 이중에서 1개 집단은 해당 시가 없어서 총 3개 집단으로 구분되었다. 이들 집단과 지방투자사업의 규모 간의 특성을 살펴보았다. 전반적으로 지역 여건이 좋을수록 투자심사 사업비가 많았다. 그리고 상과 하 집단, 중과 하 집단 간에 차이가 있는 것으로 나타났다.
