Each country has achieved the economy of scale through brisk international trade, and established a good rapport. The exchange is more frequent between countries having the similar cultural area and geographic proximity, and border between countries is effaced. It is not an unaccustomed work any longer that countries having the similar cultural area and geographic proximity have been united as a bloc for the economy scale. In Europe, European Community(EC) had been established in 1967, and it has been recreated as European Union(EU) in 1991. Brunei, Cambodia, Indonesia, Laos, Malaysia, Philippines, Singapore, Thailand and Vietnam also have formed ASEAN, the collective name for Association of Southeast Asian Nations. Northeast Asian Countries, especially China, Japan, Taiwan and Korea, have a Chinese character cultural background in common. Many experts are earnest in diverse endeavors for continuous interchange in Northeast Asia. The understanding legislations and institutions of each other should take precedence in order for a smooth exchange. Whereupon the Memorandum of Understanding to Create an Academic Consortium for Sharing Legal Information of East Asia was signed in June 2012, and we have continued the research to build up a platform for sharing legal information in the last three years. It was a tough question to decide concretely upon a range and method of study for the platform. However, we have accomplished the arrangement up to a certain point after many trials and errors in June 2014. First, we gathered basic information about each country; (1) organization of legislature, executive and judiciary, (2) structure of legislation. Also, documents were written and shared to introduce a general research method, and a list of web sites was also drawn up to identify the web sites with accessible legal information, such as statutory, court judgment, academic and social information. These were the frist step. Second, we reckoned that we needed a thorough understanding of lawful terms. Dealing and interpreting various laws, and analyzing and matching each of the terms were at higher obstacle than expected. Therefore, this study was progressive and was done step by step; 1. We targeted the similarities of Chinese Character usage and matched words individually. 2. We adjusted the matching results according to the meanings. 3. These matchings are still in constant revising and rechecking through discussion. In the future, we hope to provide a platform to share law information without any language barrier by using English, as well as providing English translation service though our legal terminology matching materials.

지리적으로 인접한 한국, 중국, 일본, 대만은 한자를 기반으로 하는 언어적 유사성과 역사적으로 유교문화권이었던 문화적 유사성을 가지고 있다. 세계의 많은 국가들이 지리적 인접국과 단일한 경제구역 또는 연합을 형성하고 있는 현대사회에서 위 동북아시아 4개국 역시 긴밀한 경제·정치·문화 교류를 유지하고 있다. 원활한 교류를 위해서는 각국의 법과 제도를 이해할 필요가 있으며, 각국의 법률용어의 이해가 선재되어야 할 것이다. 그러나 아직까지 4개국의 법률용어에 대한 종합적인 연구가 이루어지지 않고 있다. 이에 동북아시아 4개국의 교수 및 연구원이 학술컨소시엄을 구축하고 2012년 6월부터 현재까지 법률용어 연구를 위해 노력하고 있으며, 그간의 시행착오와 결과를 이 글에서 정리해 보고자 한다.
