This article has studied in depth the formation of Chinese intangible cultural heritage system in terms of historical context. Through this, it analyzes the environmental factors of the Chinese intangible cultural heritage system and the characteristics of each historical period. This article concludes the characteristics of the intangible cultural heritage management system through the analysis of the management structure and policy status of the intangible cultural heritage. The analysis results of the institutionalization process and policy management system of Chinese cultural heritage institutions are as follows: First, it promotes the organization of relevant laws and regulations for the protection of intangible cultural heritage. Second, the political factors have impacted the enactment of the intangible cultural heritage laws. Third, it expands the funding for the protection and management of the intangible cultural heritage. Fourth, a specialized institution has been set up for the protection and management of intangible cultural heritage. Fifth, a rating system and integrative protection in the management of the intangible cultural heritage has been implemented. Sixth, Intangible cultural heritage of ethnic minorities has been paid special attention.

본 연구는 중국의 무형문화유산제도의 형성에 있어서 역사적 맥락성의 측면에서 심도 있 는 고찰을 하였다. 이를 통해서 중국의 무형문화유산제도가 태동할 수 있었던 환경적 요인 을 분석하고 나아가 무형문화유산제도가 가지고 있는 시기별 특성을 파악하였다. 또한 무형 문화유산의 관리 조직 및 정책 현황에 대한 분석을 통해서 무형문화유산 관리체계의 특성에 대해서 파악하였다. 중국 무형문화유산제도의 제도화 과정과 정책관리체계에 대한 주요 분석결과는 다음과 같 다. 첫째, 무형문화유산의 보호를 위한 관련 법규의 체계화를 추진하고 있다. 둘째, 무형문화 유산 관련 법규의 제정에 있어서 정치적 고려가 작용하였다. 셋째, 무형문화유산의 보호와 관리를 위한 예산 지원을 확대하고 있다. 넷째, 무형문화유산의 보호와 관리를 위한 전담기 구를 설치하였다. 다섯째, 무형문화유산의 관리에 있어서 등급제와 총체적 보호를 시행하고 있다. 여섯째, 소수민족의 무형문화유산에 대해서 특별히 중시하고 있다.
