This study aims to seek an effective and systematic development plan for occupational rehabilitation of people with mental disorder. For the foregoing, this study, first, intended to suggest a future direction of occupational rehabilitation for people with mental disorder by analyzing western and domestic development process of occupational rehabilitation. Second, this study examined present condition of occupational rehabilitation of people with mental disorder and problems of service support system from different angles. Third, this study intended to suggest a development plan for occupational rehabilitation of Korean people with mental disorder through the aforementioned. As a result of examining the present condition and problems of occupational rehabilitation of people with mental disorder through people with mental disorder and their families' desire, this study found problems such as First, contents of programs bearing no relation to the realities, Second, vocational training, job arrangement and placement which are provided focusing on the previously-developed occupational categories and training programs, Third, fundamental exclusion from job opportunities due to the qualification eligible to receive basic living cost, Fourth, limits in using occupational rehabilitation service due to non-registration as disabled and Firth, shortage of various occupations taking account of characteristics of people with mental disorder. As future development plans for occupational rehabilitation of Korean people with mental disorder, this study suggested First, seeking a variety of plans for promotion of employment of the disabled, Second, offering various typed occupational rehabilitation programs such as New Frontier models, Third, improvement of occupational rehabilitation-related laws, Fourth, offering residence and medical service, and Fifth, cultivation of occupational rehabilitation experts.

본 연구의 목적은 효율적이고 체계적인 정신장애인 직업재활의 발전방안을 모색하는데 있 다. 이를 위해 첫째, 서구와 국내의 정신장애인 직업재활의 발전과정을 분석함으로써 정신장 애인 직업재활의 나아갈 방향을 제시하고자 하였다. 둘째, 정신장애인 직업재활의 현황과 서 비스지원체계의 문제점을 다각적으로 검토하였다. 셋째, 이를 통해 한국의 정신장애인 직업재 활의 발전방안을 제시하고자 하였다. 정신장애인 직업재활의 현황과 문제점을 정신장애인과 가족의 욕구를 통해서 살펴본 결과, 첫째, 현실과 유리된 프로그램 내용, 둘째, 기존에 개발된 직종 및 훈련프로그램을 중심으로 제공되는 직업훈련, 직업알선 및 배치, 셋째, 국민기초생활 수급권으로 인해 취업 기회에 대한 원천적 차단, 넷째, 장애인 미등록으로 인한 직업재활서비 스 이용의 한계, 다섯째, 정신장애의 특성을 고려한 다양한 일자리의 부족 등이 평가되었다. 본 연구에서는 향후 한국의 정신장애인 직업재활의 발전방안으로 첫째, 장애인 고용 촉진을 위한 다양한 방안 마련, 둘째, 뉴 프런티어(New Frontier) 모델들과 같은 다양한 형태의 직업재 활 프로그램 제공, 셋째, 직업재활관련 법규의 정비, 넷째, 거주 및 의료서비스의 제공, 다섯 째, 직업재활 전문가의 양성을 제언하였다.
