The beginning of Local Government stemmed the municipal organization and the residents seeking to protect themselves; hence, the Municipal Police is a staple element of the local government system. The overall situation in Korea, however, is such that the Municipal Police has mostly not yet been implemented except the case of Jeju. The present study examines the previous local government policies with respect to motivations, agencies, models, issues, and consequences. The results of the study suggests that political neutrality the police was considered the priority in the Kim Dae-Jung government, and the political sphere took a key role to set out the motivations, models, and issues of the system that resemble Japanese model. Since the Roh Moo-Hyun government, however, the presidential advisory committee has carried forward a new police model in parallel with the national police in order to strengthen the execution level of municipal organizations. Throughout the governments, constant focus has been put on the issues regarding the range of introduction, administration, human resources affairs, and the relations with the national police. Despite the efforts, all governments failed to effectively enact the Municipal Police system. It is suggested in the present study that the nationwide introduction of Municipal Police could be accomplished by the independent investigation authority given to the police, an active accommodation of basic local governments, and a change in the policy makers’ awareness of Municipal Police as the crucial means for the enhancement of national competitiveness.

지방자치는 주민과 지방자치단체가 자신의 생명과 재산을 스스로 지키는 것으로 부터 시작되었기 때문에 자치경찰은 지방자치에 있어서 매우 중요한 시스템이다. 이 럼에도 불구하고 우리나라는 아직도 제주도를 제외하고는 자치경찰이 실시되지 않고 논의만 반복적으로 이루어지고 있다. 본 연구는 이처럼 논의만 되고 있는 역대 정부 의 자치경찰정책을 추진동기, 기구, 모델, 쟁점, 결과를 중심으로 살펴보았다. 연구 결과 김대중 정부까지는 경찰의 정치적 중립을 확보하기 위하여 정치권이 주축이 되 어 종속형에 가까운 제도를 도입하기 위하여 노력하였지만 노무현 정부이후에는 지 방자치단체의 집행력 강화를 위하여 국가경찰과는 별개인 병렬형 모델을 채택하여 추진하였다. 결과는 역대 정부 모두가 실패하였다. 자치경찰제를 도입하기 위해서는 주요 정책결정자들이 자치경찰을 국가경쟁력 향상의 대안으로 인식하여야 할 것이다.
