After Park Geunhye's government that advocated safety based people's happiness age officially launched, it has concentrated on building safe society. As modern society becomes industrialized and urbanized, crimes get more deliberate, diverse and ferocious and various social pathology phenomena have increased. An interest in personal protection is related to occurrence of ferocious crime, fear of crime, social recognition and instinctive individual protective measure. Various dangers led people to have more interest in safety, ask for high level of public order and protection of personal safety. Changes in public order environment and demand for personal protection made private security industry grow remarkably. ‘Personal protection industry’ which is called also private security industry in Korea was introduced in 1995 by revision of private security industry act. There are more than five hundred private security businesses licensed. However, there are many problems to be solved which are concerned with social image, market environment, response of industry and laws. The purpose of this study is to examine problems of personal protection industry, which has various problems internally and is to present ways to nurture personal protection industry. Ways to nurture personal protection industry include creation of successful business model, renovation of image of personal protection industry, solution of management problems, enhancement of safety consciousness by citizens and clients, improvement of expertise of personal protection businesses and their employees through strengthening of training and qualification system and improvement of relevant legislative system, cooperation with scholarship, improvement of supervision by authorities and expansion of partnership.

안전 기반의 국민행복시대를 주창하는 박근혜정부가 공식 출범되고 안전한 사회 를 만드는데 정부의 역량이 집중되고 있다. 현대사회가 산업화․도시화를 가속함에 따라 범죄는 지능화․다양화․흉포화되고 있으며, 각종 사회병리현상은 증가되고 있 다. 개인 신변보호에 대한 관심은 사회적으로 흉포한 범죄발생과 그에 따른 두려움, 본능적으로 발생하는 개인적인 보호대책들과 관련된다. 각종 위험으로 말미암아 안 전욕구가 증대되어 높은 치안수준의 유지는 물론 개인의 신변안전을 보장받기를 요 구하고 있는 것이다. 이러한 치안환경 변화와 수요에 힘입어 경호경비산업은 비약적 으로 성장했다. 특히 국내 경호업으로 대표되는 ‘신변보호업무’는 1995년 「경비업 법」의 개정으로 도입되어 현재 허가받은 업체는 500여개가 넘는다. 그러나 사회적 이미지문제, 시장의 환경과 업계의 대응, 법제적인 문제 등과 결부되어 여러 가지 해 결 과제들을 안고 있는 실정이다. 따라서 이 연구에서는 내면적으로 여러 문제점을 가지고 있는 신변보호업의 현안 과 그에 대한 육성방안을 제시하고자 하는데 연구의 목적을 두었다. 신변보호업의 육성방안으로는 성공적 비즈니스 모델 창출, 신변보호업 이미지 쇄신과 경영상의 문 제 해결, 경호의뢰인과 시민의 안전의식 제고, 자격제도와 교육훈련 강화를 통한 신 변보호업체 및 종사자의 전문성 향상, 관련법제도의 정비, 학문(경호학)과 상생, 관계기관의 관리감독 및 파트너십 확대 등이다.
