The level of safety at the construction sites depends primarily upon the level of safety managers. It is thus essential to appoint safety managers in an appropriate manner for their proper job performance. The current criterion to appoint safety managers is based on the number of regular workers but, in case of construction sites, it is difficult to determine the number of regular workers. This is why it is prescribed to appoint safety managers at the construction sites on the basis of construction expenses. In fact, however, the current standard to appoint safety managers at the construction sites is based on the construction expenses which were determined in 2000 and, thus, does not exactly represent the construction methods and cost that have changed over the last 10 years or more. This is why it is needed to newly work out reasonable criterion for appointing safety managers. The present study, therefore, attempts to highlight problems in the methods of counting the number of existing regular workers and suggest improvements for them. It also aims to propose a much realistic formula to count the number of regular workers by analyzing the relationship between the number of regular workers, construction period and construction expenses by means of preliminary questionnaires and research on the actual conditions.

건설현장의 안전수준은 일차적으로 안전관리자의 수준에 좌우되며 적정한 안전관리자의 배치는 안전관리자의 책무 수행의 기본 조건이다. 현행 안전관리자의 선임 기준은 상시근로자수를 기준으로 하나 건설사업장의 경우는 상수근로자의 파악이 곤란하여 부득이 공사금액을 기준으로 안전관리자 선임의무를 규정하고 있다. 그러나 현재의 건설사업장 안전관리자 선임기준은 2000년도에 정한 공사금액 기준으로 10여년 이상의 건설생산방식과 건설원가의 변화를 반영하지 못하고 있어 합리적인 기준에 의한 안전관리자 선임기준이 필요하다. 이에 본 연구에서는 문헌조사를 실시하여 기존 상시근로자수 산정방법의 문제점을 제시하였으며, 예비설문조사와 실태조사를 통해 상시근로자와 공사기간 및 공사금액간의 관계를 분석하여 보다 현실성 있는 상시근로자 산정식을 제안하였다.
