This paper attempts to explore the failure of post-Soviet regionalism by using the combination of hegemonic stability theory and the domestic political considerations of political leaders in the former Soviet Republics (FSRs), particularly in Ukraine and Kazakhstan. It argues that the post-Soviet regionalism failed as Russian regional hegemony continued to decline. The worsening economic crisis of Russia and its gradual decline prompted FSRs to respond strategically by cooperating with the EU, the US and China. This strategic response has been the policy of not only Ukraine, most reluctant participant of post-Soviet regional institutions, but also Kazakhstan, most enthusiastic country about post-Soviet regional cooperation. The strategic responses by the two countries, which are manifest in the form of cooperation with multi-regional powers, explain the emergence of ‘geopolitical pluralism’ in the post-Soviet region.

이 논문은 패권안정론과 외교정책결정 과정에서 나타나는 정치지도자들의 역할 이론을 통해 냉전 이후 러시아가 구 소련지역에서 추진하고 있는 지역주의의 실패원인을 설명 하고 있다. 심화되는 러시아의 경제위기는 구소련연방 공화국들로 하여금 러시아 일변 도의 외교전략에서 벗어나, 유럽연합, 미국, 중국 같은 여타 강대국들에 대한 전략적 접근을 가능하게 했고, 이는 러시아의 지역 패권을 더욱 약화시키는 고리로 작동했다. 이 논문은 러시아의 지역패권추구에 가장 비협조적이었던 우크라이나와 가장 적극적 동조자인 카자흐스탄 사례의 비교분석을 통해 국내정치가 어떻게 러시아의 지역패권 추구에 영향을 미치는지를 고찰하고 있다.
