The super-aged society in rural and fishing village is in progress with the most rapid speed in the world. This study is to propose the promotion method of collective housing for elderly dwelling welfare. The promotion of 'Home for the Elderly' can be approached by development of three models. That is dwelling models as an asylum for the aged, small sanatorium and a residential home- based care service for lifelong-term. The basic care concept for senior citizen who lives alone are performed around visiting care and no-no care. Through demand analysis, first of all, Home for the Elderly can be executed as utilize of the village community center and health sub-center. By policies to reduce trial and error, various type of co-housing shall be developed for improvement in the elderly's quality of life.
