The purpose of this study is to propose an improvement for the master teacher system. To do this, I first analyzed the current laws and legal issues related with the master teacher system. Then, I conducted in-depth interviews with both master teachers and general teachers to find out situations and problems with this master teacher system. Following depth-interviews with the 3 master teachers and 5 general teachers and analysis of the data using Colaizzi's phenomenological, their experiences were summarized as follows: a power of legislation, the stress of the first button, for the purpose of a two-way career development structure, competitive master teachers. From the results of my research, This research suggests that the status and role of a master teacher should be revised in the law. The details manual concerning the duties of the master teacher should be produced by the Ministry of Education, Science and Technology. This would ensure that a training system would be developed and the master teacher would be held to high standards. Then it need to promotion and training for general education teachers on master teacher system.

본 연구는 수석교사제 법제화의 내용과 쟁점을 살펴보고, 교사들과의 면담을 통해 현재 실시되고 있는 수석교사제의 적용 상황, 문제점을 파악한 뒤 현창 착근을 위한 개선 방안을 제시하는 데 목적이 있다. 선행연구를 통해 제기된 수석교사제 관련 법령 쟁점 사항으로는 이원화 체제와 관련된 수석교사제 도입 목적의 문제, 수석교사의 위상과 역할 문제, 수석교사 자격요건과 선발기준 문제가 있었다. 제주특별자치도 초등학교 수석교사와 일반교사 8명을 심층 면담한 후, Colaizzi의 자료분석 방법에 의해 수석교사제 관련 경험을 들여다 본 결과, 법제화의 힘, 첫 단추의 스트레스, 이원화 취지에 맞게, 경쟁력 있는 수석교사라는 4개의 주제로 정리할 수 있었다. 수석교사제 관련 쟁점과 교사 면담을 통해 제기된 문제들에 대한 개선 방안으로 수석교사 지위에 대한 합의, 수석교사의 질 강화 노력, 업무 규정과 세부 매뉴얼 제작, 일반교사들을 대상으로 한 연수 및 홍보 확대를 제시하였다.
