The purpose of this study is to examine the recent changes that have taken place in the local (education) authority [LEA] of England and to find the implications that will have in regard to changes in the local educational administrative system in Korea. To do so, the study analyzes the characteristics, roles, structures and finance of the local authority [LA] since the creation of the Children Act 2004. The implications drawn from the study are as follows: First, changes in the local educational administrative system should take place based upon the central government’s ideology and philosophy. This is important, because by going beyond the interests of the rige - and lef -political parties and educational stockholders, it will become the milestone that will lead the local educational administrative system smoothly through the changes in its structure and in the function that it will play. Second, in order to fulfill the goal of the educational services, to bring both the education and the children’s well-being into one direction, it is advisable to consider as an important task the building of a partnership of cooperation between the public administration and the educational administration. Third, recently there have been public discussions concerning the ways to support and reinforce the functions of schools and educational consumers. However, in the long run, structural changes should be discussed together with functional changes when it comes to the local educational administrative system. Fourth, based on the principle of local educational autonomy, changes in the local educational administrative system should be directed in such a way as to establish a clear accountability system while it continues to bestow autonomy and distribute powers to the local area.

이 연구는 최근 영국 지방교육행정기관의 개편 동향을 탐구하여 우리나라 지방교육행정기관의 조직과 기능 개편 방향에 대한 정책적 시사점을 찾는 데 초점을 두고, 2004년 아동법 제정 이후 영국 지방교육행정기관의 성격, 기능 및 조직 구조의 실제를 분석한 것이다. 이와 같은 분석을 통해 얻을 수 있는 시사점은 다음과 같다. 첫째, 지방교육행정기관의 개편은 중앙정부 정책의 이념과 철학적 토대 위에서 이루어져야 한다. 둘째, 우리나라 지방교육행정기관이 아동복지와 교육을 연계하여 교육서비스 기능을 달성하기 위해서는 일반자치단체와 지방교육행정기관의 연계·협력을 중요한 과제로 고려해야 한다. 셋째, 우리나라 지방교육행정기관의 기능 개편에 있어서도 단위학교 및 교육수요자 지원 기능을 강화하는 방향성이 활발히 논의되고 있으나, 장기적으로 볼 때 지방교육행정기관의 기능 변화와 조직 개편을 함께 검토할 필요가 있다. 넷째, 우리나라 지방교육행정기관의 조직 개편은 지방교육자치에 바탕을 둔 분권화와 자율성의 확대를 추진하면서도 명확한 책무성 기제를 확보해야 한다.
