The aims of the research are to analyze the point of issues of the Korean long-term care insurance and to find suggestions to improve the insurance since its approximately five years of implementation. For this, Gilbert and Terrell's analytical framework for social policy is used in terms of allocation, finance, benefits, and service delivery system. In terms of the methodology of the research, literature review and in-depth interviews with staff in the branch of the National Health Insurance Corporation, service providers, and carers in Gyeongju were conducted. The findings of the research show that there have been a number of issues regarding the long-term care insurance. In terms of allocation of the insurance, there have been the issues of low coverage, closed revision of assessing criteria, and so on. In terms of finance, it has been predicted that there will be huge budget deficit of the insurance in the medium and long term. In terms of benefit, the issues of the shortage of care workers and the closure of service providers have emerged. In terms of service delivery system, there have been a number of issues in the processes of assessment and accessing and using services. Therefore, the Korean government should play an active role in tackling the problems rather than be left them to the market.
