This study examines the net effects of regional industrial technology development program in Jeju on the participating firm's performance such as R&D expenditure, sales, net profits and employment. In doing this we need to take care of selection bias between participating and non-participating firms of regional industrial technology development program. For this purpose we are using Propensity Scoring Method (PSM) which can deal with selection bias. This study also examines efficiency which can be interpreted as the whole performance of regional industrial technology development program. For this purpose we are using Data Envelopment Analysis(DEA). We found that regional industrial technology development program has a positive net effects on R&D expenditure, sales, net profits and employment of participating firms but those net effects are not statistically significant. However regional industrial technology development program plays an important role in improving efficiency of participating firms.

본 논문은 정부지원사업 수혜기업과 비수혜기업 간에 발생할 수 있는 선택편의의 문제를 해결하는 성향점수매칭(PSM)이라는 방법론을 적용하여 제주지역산업기술개발사업 기술개발과제 참여기업의 연구개발비(R&D), 매출, 순이익, 고용 등 다양한 성과지표에 미치는 순효과(net effects)를 추정하고, 또한 효율성을 분석하는 자료포락분석(DEA)의 방법론을 적용하여 제주지역산업기술개발사업의 총체적 성과라 할 수 있는 효율성을 측정하고 효율성 증대를 위한 산출변수의 개선량을 계산하는 것을 목적으로 한다. 본 논문의 주요 연구결과를 요약해 보면 제주지역산업기술개발사업의 기술개발과제 참여가 기업의 매출액, 순이익 및 고용에 미치는 순효과는 대부분 정(+)의 값을 가지지만 통계적으로 유의하지 않은 것으로 나타났다. 그러나 참여기업의 효율성에 제고에 중요한 역할을 한 것으로 판단된다.
