This study starts from concepts of minorities based on theories of rhizome of Deleuze and Guattari. A minority means a group excluded from the dominant group and creates its own world through incessant search. In addition to the concept of minority, this study differentiates post-modern rhizomatic thought system where minorities generate and connect multiple centers to create networks rather than centered on majority group from modern tree thought system that defines minority targets for discrimination and exclusion. The study defines users of international communication center as minority based on minority concept and rhizomatic theories. At this point, the recognition to pursue modernization of international communication center especially regarding minority is gaining force. The international communication center aims to convert the simple one-dimensional indoor office space into one for minority by applying the five causes of the theories of rhizome through these processes. Therefore, international communication center pursues various possibilities in close connection with modern society. The study results are as follows.
