In this study, we try to find out the cause why runaway teenagers organize Gachul-fam and why they commit organized crimes around Gachul-fam, and try to present the causes and countermeasures. Therefore, as the analysis on the current status of runaway teenagers and the cases of Gachul-fam teenagers's crimes, we suggest the countermeasures in the cause of organized crimes of Gachul-fam teenagers as follows. First, we need to prevent crimes by establishing social security system through co-operation with the police and community groups. To achieve this, there are some kind of things that are needed. For examples, it is needed continuously to meet among schools, police and community groups. The policy and establishment of security system are also needed. And we ought to activate out-reach system through co-operation with the police. Second, controlling equipment of jurisdiction must be prepared through revision of legislation. To achieve this, First, revision of legislation is needed for fundamentally blocking Internet prostitution. Next, it is necessary to prepare legal system such as censorship system to the sites which can induce the forming of Gachul-fam and affect the crimes directly or indirectly, and real-name system or Certification System like the Internet real-name system. Third, the family and government should take an active interest in and the support system has to be prepared. Therefore, some programs which can strengthen family ties has to be made and it is also needed to prepare the way that all family members can be participated the programs. Also, fundamental solution is possible when continuous education and advertising on the risks of Gachul-fam are made from government and related organization.

본 연구는 가출팸을 중심으로 가출청소년들이 가출팸을 결성하는 이유와 범죄행위를 조직적으로 행하는 원인에 대하여 알아보고, 이에 대한 대응방안을 제시하고자 하였다. 이를 위해 우선 가출청소년의 실태를 통해 가출팸 청소년들의 현황과 가출이유를 예측해보고, 다음으로 가출팸 청소년의 범죄조직화 행위에 대한 주요사례를 분석하여 그에 따른 문제점을 진단하고 효과적인 대응방안을 제시하고자 한다. 따라서 위의 내용을 바탕으로 가출청소년에 대한 실태와 가출팸 청소년의 범죄조직화행태의 사례를 분석한 결과 가출팸 청소년에 대한 범죄조직화 현상의 원인에 대한 대응방안을 다음과 같이 제시하고자 한다. 첫째, 경찰과 지역사회단체의 협력을 통한 사회안전망을 구축하여 사전에 가출팸 청소년의 범죄조직화 행위를 예방하여야 한다. 이를 위해서는 학교, 경찰, 지역사회단체 등의 지속적인 미팅과 정보의 교류를 통한 정책과 안전망의 구축 그리고 경찰과의 협력을 통한 아웃리체체제의 활성화제도가 필요할 것이다. 둘째, 법제도의 정비를 통한 사법기관의 통제 장치가 마련되어야 한다. 이러한 정책을 위해 우선 인터넷 성매매를 근본적으로 차단할 수 있는 법제도의 정비가 필요하고, 다음으로는 가출팸 형성을 유도하거나 범죄행위에 직접, 간접적으로 영향을 줄 수 있는 위해 사이트에 대한 사전 검열제도와 인터넷 실명제와 같이 앱에 대해서도 실명제와 인증제도 등의 도입에 관한 법제도가 필요할 것이다. 셋째, 가정과 정부기관의 적극적인 관심과 지원체제가 이루어져야 한다. 따라서 가족과의 유대관계를 강화 할 수 있는 프로그램의 개발과 이러한 프로그램에 가족 구성원의 참여가 전제될 수 있는 방안이 이루어져야 한다. 또한 정부기관과 관련기관들의 가출팸의 위험성에 대해 지속적인 교육과 홍보가 같이 이루어질 때 근본적인 해결이 가능할 것이다.
