The purpose of this study domestic cyber security incidents on the rise in diagnosis and policy response strategies at the national level is significant to present. For this year, the Cyber threats is continue to occur such as a ‘3.20 cyber terrorism’ and ‘6.25 cyber attack’ as a threat to national security. The government is newly established the national cyber security response system and has been established to enforce countermeasures. However, there still lacks a lot of policy countermeasures. The government will must come up with more concrete measures. On cyberspace recognizes no frontier, no obscure enemy, ally know who this is uncharted territory. Now, the land, the sea, the sky, as well as the territory of cyberspace also be seen as the fourth, and the state is obliged to defend it. Cyberspace is invisible to the eye, but at the moment it is a fierce battle going on in the battlefield. To this end, a national-wide legislation, the overall response system, such as system maintenance is the time to lose no time to come. Therefore, This study, international practices and domestic advanced cyber security practices are compare and cyber ​​security system that can be firmly suggest policy proposals. 이 연구의 목적은 최근 국내에서 증가하고 있는 사이버보안 사고를 진단하고, 국가차원의 정책적 대응전략을 제시하는데 의의가 있다. 2013년 들어 ‘3.20 사이버테러’ 및 ‘6.25 사이버공격’ 등 국가안보를 위협하는 각종 사이버위협이 끊이질 않고 있는 실정이다. 이에 정부는 국내 사이버보안의 대응체계를 새롭게 마련하는 등의 대응방안을 마련하고 있다. 하지만 여전히 정책적인 대응방안에는 부족함이 있으며 이를 보다 구체화한 정책적 방안을 마련해야할 것으로 보인다. 사이버상에서는 국경도 없고, 적과 우군이 누구인지도 불분명한 미지의 영역이다. 이제는 땅, 바다, 하늘 뿐만 아니라 사이버공간도 제4의 영토로 보아야 하며, 국가는 이를 수호해야 할 의무가 있다. 사이버공간은 눈에 보이지는 않지만, 지금 이 순간에도 치열한 공방이 벌어지고 있는 전쟁터이다. 이를 위해서 범국가적 차원에서 법령, 제도 정비 등 총체적인 대응체계 마련을 서둘러야 할 시점이다. 따라서 본 논문에서는 선진 사이버보안 해외 사례와 비교하여 국내 사이버보안의 대응체계를 보다 확고히 할 수 있는 정책적인 방안에 대한 새로운 전략을 제시하고자 하며 이를 토대로 사이버보안에 대한 법체계가 확고해질 수 있는 계기로 삼도록 기초자료를 제안하고자 한다.
