Recently, criminal activities have become more complex and increasingly specialized. However, police investigation techniques remain insufficient. Therefore, a new investigation system is required to improve the capacity of the police to deal with crime. Institutions and policies are based on the development of social and cultural background and the history of consciousness. These institutions and policies then influence the values, ideals, and attitudes of a particular society. Likewise, social institutions and policies are developed through interaction with the values of the people living in the society. It is important, therefore, to study these policies, institutions, and, in particular, ideas, in order to identify social problems. As s result, differences in these ideals can influence policy preferences. The purpose of this study is to explore the preference over policies to strengthen police investigation capability depending on university students’ ideologies. The results of this study are as follows. First, people who identify themselves as liberal or conservative make their decisions based on different moral values. Second, one’s political ideology is insignificant when it comes to beliefs about expanding CCTV installation to prevent crime. However, students majoring in criminal justice preferred such a policy compared to students majoring in other fields unrelated to criminal justice. Third, students’ majors played no significant role in their beliefs about the use of biometric information in criminal investigation, but in-group values for conservative ideological tendencies were significant. In other words, people who identify with conservative values showed more preference for the utilization of biometric information in criminal investigations. In conclusion, university students' ideology and major has become an important factor. However, not all policies are the same. Ideology is still the permanent hidden agenda of criminal justice.

한 사회의 여러 맥락 속에서 형성되는 사회제도와 정책들은 가치관과의 상호작용을 통해 발전한다. 따라서 사회구성원이 가진 가치의식의 바탕에서 그들을 위한 정책과 제도를 연구하는 것은 중요한 일이다. 그 중에서도 특히 이념은 자신의 가치관과 신념을 대변하고 어떤 문제에 대한 판단의 결정기준이 된다. 그러므로 이러한 이념 차이에 따라 정책에 대한 선호와 판단 역시 달라진다고 할 수 있다. 이 연구에서는 대학생들의 이념에 따른 경찰의 수사 역량 강화를 위한 정책 선호에 대해 살펴보는 것을 연구의 목적으로 한다. 연구결과, 첫째, 진보와 보수가 서로 다른 도덕적 가치를 기반으로 하고 있음을 알 수 있었다. 둘째, 범죄예방을 위한 CCTV 확대 설치 정책 선호에서 이념의 주 효과는 유의미하지 않았고 전공간 차이만 유의미하였는데, 형사사법계열 전공 학생들이 비형사사법계열 전공 학생에 비해 더 선호하는 것으로 나타났다. 셋째, 주민등록증에 유전자 정보를 등록하여 범죄수사에 활용하는 정책에 대해서는 전공간 차이는 없었고, 내집단 충성의 보수적인 이념성향에 주 효과만 존재하였다. 즉, 보수적인 가치에 동의하는 사람일수록 유전자 정보를 범죄수사에 활용하는 것을 더 선호하는 것으로 나타났다. 이러한 연구를 토대로 대학생들의 이념과 전공은 정책선호도를 설명하는데 중요한 변수가 되지만, 반드시 모든 정책에 있어서 동일한 결과를 보이지 않음을 알 수 있었다. 이념에 대한 많은 논란이 있음에도 불구하고 여전히 형사사법의 숨겨진 아젠다임이 틀림없다.
