The purpose of this study was to examine the difference in judgement obstacles and ethical consciousness of football referees by their personal characteristics and referee career, and the relationship between judgement obstacles and ethical consciousness. The subjects of this study was 180 football referees who acted as referee in high school weekends league, U-league and Challengers league. The survey was carried out by questionnaire which tested judgement obstacles and ethical consciousness. 162 questionnaire was analyzed by SPSS 18.0 program and frequent analysis, one-way ANOVA, independent t-test, χ² test, correlation analysis and multiple regression analysis were executed for data analysis. The main results of this study were as follows: First, there was significant difference in judgement obstacles by sex, referee career, referee grades, player experience, but there was insignificant difference by age. Second, there was significant difference in ethical consciousness by referee career, referee grades, player experience, but there was insignificant difference by sex and age. Third, human relations factor and accuracy factor of judgement obstacles partially influenced on integrity and faith factor, attitude for service factor and reciprocity and dignity factor of ethical consciousness, but environmental factor and stamina factor of judgement obstacles had insignificant influence on ethical consciousness.
