As recent globalization and FTA in the world expand, the Trade Adjustment Assistance (TAA) programs are being positively operated in quite many countries including U.S., EU, and Korea, having its rationales of political progmatism, distributional equity, and economic efficiency etc. Especially, U.S. TAA programs have a long history(since 1960s) and wide variety which belong to TAA for worker, firms, farmers & fishermen, and communities. As we know, it is asserted by most of analysts that TAA programs in U.S. have been successful and will be reauthorized continuously by Congress in the future, even though there are opponents against TAA justifications. The aims of this paper are to review TAA programs of U.S. and Korea, and find the ways for improving Korean TAA. As a result of this study, the author can find that Korean government has introduced the various positive TAA programs for firms, workers, farmers & fishermen in spite of its short history, concluding many FTAs in recent years. However, Korea has quite many problems to settle right now to increase use of TAA programs by the affected groups. It includes strengthening publicity, simplification of application procedure, resonable appraisal systems of yearly TAA results and introducing post management systems, and cultivating TAA experts etc.
